I see why not, everyone should atleast be given 1 shot at it, meaning a quest or something else that they have chances to fail and if they do, it's goodnight sweet prince. Sword should be like level 75 I'm guessing, since it was the old level cap.

It's true the shard alone itself sucks but when the actual blade is out I'm sure you'll have a different opninion, at least I hope it will be better than a shard otherwise no reason to have around an item that's simply not worth any of the hassle.
