Parry was capped first, as a lot of folks were raising as high as 80 just by using various training exploits. (Way too easy to sploit.)
It will eventually be eliminated entirely as a skill and your parry will be determined by your weapon skill and type, multiplied by your shield type.
You can see what your parry would be under the future system with any combination of weapons by looking in your console when you equip weapons or shields. (This may only be true of listenserver hosts, however, I keep forgetting to check. edit: Nope, should work anywhere.)
