From what I have discovered since the new patch all monsters have a maximum amount of xp they are able to give when they die. Im not going to focus on how its split between multiple people, so for 1 on 1 its like this:
Say I go and kill a petrified paladin with Greater Holy Arrows. It takes me 3 hits to kill it and i get around 30-33 XP.
Now I go and kill a petrified paladin with a Greater Ice Blade. I'm only hitting 7s and 15s with charged attacks... not very fun, but after about a minute it dies and I get 300 XP.
You can already see there's a problem here, but it gets worse. I can only get this maximum amount of xp (for our example its 300) if I deliver the Minimum amount of attacks (not damage).
So lets say the Minimum amount of attacks to get 300 xp is 15. If I do 14 hits with my Greater Ice Blade on a petrified paladin I've only done around 110 damage, now I take out my gold axe and deliver the 15th hit for 500 damage killing it (no idea how much HP these guys have just an example) I will still get 300 XP.
So simply: You get the full XP if you do = or > the minimum amount of hits.
So this is in large responsible for the level ramp. When your a level 15 and you kill a flayer with a dwarven axe you get 250 xp because you delivered the maximum amount of hits with your axe. Now your level 20 and you have a Great Axe. You kill the Flayer and only receive 50 XP because it took less hits.
So not only is there more xp required for the next level, but using the better weapons you obtain while leveling up makes it even harder to level creating a bigger ramp than there needs to be.
The only time its worth while to use good weapons is after you have done the minimum amount of hits or if the monster you are fighting has so much hp/armor that even your best weapon still requires more hits than the minimum.
UPDATE: What I said above about minimum hits and such isn't a sure thing. The monsters resistances also come into play. Say I kill a skeleton with a GiB (which it is highly resistant to). I'm hitting 12 and such and I get, we will say, 70xp. If I use my bare fists against the same skeleton I am still hitting around 12, but the skeleton has a weakness for Martial Arts so I get less XP.[/b]
