What exactly does the parry value do?

At first I thought it was the maximum parry you could roll, but with 52 parry I rolled an 80.

Parry is determined by weapon proficiency and shield multiplier. Two handed weapons get a x1.5 bonus (except gauntlets)

Attacker rolls d100, and defender rolls Awareness+Parry, which caps at a floating point, depending on the strength of the attack.

Most AOE attacks, DOT's, and some magical attacks cannot be parried.

System is a bit buggy yet - probably need to simplify it further, though it's less screwy than it was, I suppose.

Is there a chance to roll parry or is it done every attack that can be parried?

The roll is made every time a defender with the parry skill takes damage that can be parried (a few monsters also have the parry skill). It only returns a notice on successful parries. Some of the 2h swords have a secondary parry system as well, with a flat chance to parry, shields also have a flat chance to deflect.

Mind ye, there's some glitches with the system that determines your parry skill as well - though not all of them work against ya.
