actually the interesting thing about fan subbed stuff like anime is if its typically recorded on a television from a broadcast. In essence makes it legal, at no point was any information displayed saying you couldn't distribute it.

It just comes down to if its morally right or wrong.

I love how the main badguy just randomly starts telling his lame ass story. Just out of nowhere! He could just kill Ichigo... but noooo its story time!

Saw it the first moment someone in the DB irc channel gave me a direct download. I don't think the story it was intended to have any continuity, just an independent story arc. I didn't think it was that good either. Some of the action toward the end is worth watching though. Nevertheless, the story was definitely lame IMO.
