You need to keep on trying untill you see a different reaction, that's when you did it right and should loot the chest.

Lost in my mind.
I was helping my friend do it also. For some reason it seems the note never wants to spawn, so let's hope next patch fixes this.

Empty the chest first, then do the quest

I'm fairly certain that has absolutely no bearing. There's a 50/50 chance that he will have seen Suliban already. Something's just wrong with our random function, it seems.

I'm not going to get another chance to look at this today, but I'm wondering if the random is done in a setvar, or something, where it might be trying to set itself before the function is available. There seemed to be a lot of confusion about when/when not to use setvar/d/const, in the early scripting days. (Granted, I think they really coulda gone without setvar, entirely, and just had a pre-init section, or dealt with it in the existing pre-spawn functions.)

If I don't see something obviously wrong in those regards when next I hack at it, however, I'm just going to off the 50% fail chance entirely. No idea what started this problem, if it's on the mayor's side. Chest seems more likely, but I think I've done everything I can there.
