The artifact chest wont spawn if it doesn't make any good rolls (ie. has nothing to dish out.)
I doubt it matters what the skeletons are doing (spell casting, or otherwise), so long as they make it past those first two seconds so they don't gib (which should be guaranteed by their first two seconds of being invulnerable.)
Unless they are gibbing mid animation, then I'd have to look into it.
...But more than likely this is the same old monster-counter bug it's always been. For some reason, the fire-all-perish functions of monster spawns is very undependable. No one who has looked at the code has yet to figure out why though. :\
I'll have to see about adding trigger_counters to Cleicert to do it manually. I don't know why this issue is getting worse though - may have something to do with edict counts going up, and RKS servers having no edict counter flags these days.
