HLDS Problem

How do I get out of this box?
Yesterday Me and a few mates were playing on my HLDS, and today I put it back up. and "Whazamm"
The server wont show up on the Internet list. I've correctly set it up, as it's been up 2 days ago.
The server sets up Correctly, and i can join it Via Lan, nothing else. I got my friend to try to Right click my steam name and join, but nothing happened.

Thank you for any help you can give.

Have you double-checked all the following:
- The IP of the server machine is static (i.e. non-dynamic)
- You have opened port 27015 (UDP and TCP iirc) and the port you use for your server (for example: 27016, 27017 or 27018, etc.)
- You're not behind any firewall
- sv_lan is set to "0"
- ip is set to your IP (www.whatismyip.com) in the following format: "1.2.3.4"

Fixed, thank you very much!
I turned my computer on too late, and my computer was allocated ".3"
It should have been ".2"

With the exception of the "- sv_lan is set to '0'" line and the ports being open, all my servers fail all those conditionals. Dynamic IP, behind a firewall, no IP setting in the config, yet they all show up on the server list - operating from two different locations and ISPs. (Neither is on just at the moment though.)

Not sure what I'm doing different from all the folks who get stumped by this. I know the master servers depend on the steam_appid.txt thingie. I've the file in both my msc and valve directories. But folks were having this issue well before the arbitrary protocol change. :\
