Umm.. only YOU would know that.
But you should try making sure your A) firewall is off B) all other firewalls are off C) make sure you don't have windows firewall & norton firewall on at the same time D) CHECK THE DAMN FIREWALL SETTINGS AGAIN E) something else, make sure your Internet speed is above a 56-K (ilobyte) modem F) Make sure you are playing with a legit steam account & steam-platform G) screw yourself if you don't give us all more information!!!
your internet connection type (56k/cable/satelite/DSL/T1/etc)
the current security features on your PC (norton internet security, etc)
The following information could be helpful...
Your operating system
Your computers brand name (dell/gateway/emachines)
If you are connected through a wired or wireless router (is there a cable from the router to your computer?)
Using this information i should be able to provide you with steps to let you join internet games and/or host internet games that other people can see.
Or he could just open up every port he has, turn off every firewall, turn on the DMZ (de-materialized-zone or something) and leave himself totally vulnerable to hackers... the upside would be access to games *hopefully*
