Make Dark Maul, Ice Blade series, Flamelick (I think), Envenomed Sword, Envenomed Axe and such levels up their respective element aswell?

Possible, yes, but I don't think people would agree to it. I would much prefer to have a new line of weapons that did what you're asking for.

please remember they're low teir weapons -.- I don't want anymore high level weapon to level up spell casting.

1 attack can only level up 1 skill. You cant have a swing with the dark maul level fire and blunt, the weapons that level magic skills only level those skills with special attacks. The weapons mentioned don't have special attacks (save for the ones they get for being that class, like a stunning blow with dark maul). So it wouldn't happen without giving them new attacks, which also wont happen since I don't see the advantage of going back through and making all weapons even better.

It's not possible.

If it was, and I did so, we'd have to nerf the spell line to hell and back to compensate anyways.

Oh please, no more swords lol. But I still think we should have some low level elemental weapons like

Ember Axe
Electric Dagger
Frost Maul/mace
Venom Drenched Bow //This I guess using the charge to fire arrows with poison on it.

Low level item would rock. The models doesn't need to be too good anyway. Like, recolor the thunder axe to red and just change the shape a little.

They do their damage via applyeffect DOT, it is unpossible to assign that to specific experience.
