I got this message before i load any map with my main character, and i cant move

what can i do to fix this?

I usually get that when my internet is being retarded, making my connection laggier and high ping, then sometimes i see that warning aswell even though i haven't got that issue for like 5 months now. I'm not completly sure that this could be based in your internet connection or not, but this is my guess.

Generally this is a network setting issue, sometimes caused by Steam mysteriously setting your network settings to a 14.4k modem and the like.

Check Steam->Settings->[Downloads+Cloud Panel] and the internet connection.
