If I recall correctly it goes to the first available pack it can fit into

if, in your inventory, the bag of holding were above the quiver of the archer it would automatically go into that.

I actually prefer having my quiver above my bag of holding, since it basically adds one or two more quickslots if you only hold one or two weapons capable of going into the quiver.

It doesn't necessarily go to "the best pack" so much as the first available in the list.

You can drop and pick up your packs to change the order of your packs.

I prefer it go to the quiver just to keep things organized myself, but I suppose if you're weak from specializing in archery, and someone got you a BoH early in your career...

Fair warning, however, specializing in this game increases the difficulty exponentially - it being currently designed to encourage a well-rounded approach. It may not be so immediately obvious as the pain that would come from vowing to use nothing but the crowbar in Half-Life, but eventually, the message will start to get through.
