I never said I am 15. I probably told you a story of what happen when I was 15. sounds like we had a big miscommunication there. I am actually 24. my birthday is in Dec 1982

He did go overboard with the choking.

He didn't go overboard with the choking - he went overboard with the arresting. You don't attempt to arrest kids for violating minor city ordinances. You chase them off, end of story. Otherwise you have to arrest people for walking on the grass too (state law here: walking on grass is a misdemeanor).

Granted, ya might get frustrated chasing kids off repeatedly on national skateboard day, or whatevah, but its one freaking day. Better to let em go at it one day a year than give them a lifelong hatred of authority.

The fact that I have to pay asses like that to stop kids from skateboarding in front of stores is effed up to begin with. Only reason we have that is because the stores' insurance companies won't cover parents suing over skateboard injuries for having an "unsafe skating environment" or whatever, and occasionally, they'll sue the city as well (if the kid hits a lamp post, or what not). Frankly - that's not my problem. The mega-store chains should either get the balls to get up collectively and tell the insurance companies they are pulling their multi-billion dollar policies if they don't cover it, or higher their own security (which some here do). My taxes should not be paying for their lack of balls. (Nevermind this cop's lack of brains.)

Or a better solution is, if anyone tries to sue a business because kids were being stupid on their property, they get told how stupid they are, and how it is the kids fault, to stfu and get a swift kick in the ass.

Oh wait, I forgot, the legal system can't make sense like that.
