Does this mean that it doesn't matter what order you raise your skills in, since hp gains will always be the same when strength is increased?

Effectively, no. Two characters with 10 in each skill will have the Same HP however if one raises Axes first his HP will be higher than a character that raises say Small Arms first.

Eh, to clarify, it doesn't matter what order you raise your skills in. Different skills give differing amounts of HP, but you get that HP, regardless of which order you raise them.

HP is:
5 + ((Strength-1) * 8) + ((Fitness-1) * 6) + ((Wisdom-1) * 2)

As the hint plaques in Edana indicate, Bluntarms and Axehandling raise HP the most, followed by Swordsmanship. Archery and Smallarms raise HP th least, with the possible exception of magic and Parry, while Martial Arts holds the happy x1.0 middle ground.

Suffice to say, even so, it's always best to train in as wide array as skills as possible as quickly as possible.
