i found it ...i asked Ike"where's abulurd" ,and he answered me,i didn't expect HAHA...Now i'm seeking A man called Suliban!

Awww man! are you serious? I don't want to spoil the quest but...there's no Suliban in the game...you just have to PRETEND to be him. I find that every quests are very well explained.

Am...when i go to the mayor and when i say i'm suliban,he tells me he was there an hour ago and all the guards in the town attack me,they die easely but it's annoying!What should i do!?

Its random.Mayor can tell to get letter from chest or call guards.
