If so, your server may be suffering from a recent change to the Steam Community function that is resulting, effectively, in unintentional DoS attacks from Valve servers. You can see this, if you have the developer set high enough or check your server logs, and get spammed with a message similar to the following:
( 72.165.61.136 being one of the Steam Community servers.)
The workaround to this latest insanity is to set in the server/listenserver.cfg's:
sv_region -1
That should clean up lag caused by this oddity. No promises to any side effects it may have on your clients' Steam Community functions, but MSC has no mechanisms to interact with said. Beyond that, however, you'll have to ask questions in the HLDS Tutorial Thread.
