Steam Won't Install

I'm installing Steam onto my sister's labtop and I may need some assistance. You see, when ever I launch SteamInstall.msi It never shows any progress yet it doesn't become unresponsive either. I tried downloading another copy of the install, but that didn't work. Same problem. Any ideas as to why this is happening?
