I've ran into this before since i've switched wireless adapters. From my experience the TIB is nothing but the actual quantity that has not been counted (tested out of 1,000 bolts).
So if 10 bolts didn't register, the TIB's quantity is infact 10 bolts.
So something is getting lost somewhere.
However this could be something different in which only one bolt doesn't register and still fubars the count to a magical number. Reply from J-M to come! (I think...no i'm not being a smart ass)
