Spells affected by area/weather

uh... I would like to see magic effected by the environment your in but... If you were to use blizzard in some frozen plains, what kinda monsters you gonna come across to make this ice magic useful? Most likely the monsters that are inhabited by the area would be resist/immune to the element.
I kinda say its not worth it.

It would make ice magic better against creatures that are resistant to it, thus improving your ability to fight any enemy.

Ya know, the more I think about this, the more I think it's just not worth programming it. Why don't we just let this post die XD
