Ummmm... I can't think of any CPU where that's an acceptable temperature at idle (maybe some GPU's though)... What kinda CPU are you using?

wouldn't the question be better stated by "what kind of crappy heat sink do you have"

although I do believe its a dual core and those temps actually are acceptable, be it hotter than one normally wants. These newer generation chips can handle it.

Eh, maybe the AMD's - but the Intel's run at lower temps than the previous generation. Anything over 60 = shutdown by default on my 3.0Ghz Conroe. (edit: and my laptop's Turion x2 has the same shutdown default, actually)

hmm must be thinking of GPU's then, come to think of it. My 8800gt likes to idle above 50 C... eh either way its running hot, and I still say time for a new heat sink!

Would need to know what socket type your motherboard is.

You might also be able to raise the CPU shutdown temperature in your CMOS, but I wouldn't recommend it.

...and yeah, as Blasto says, it may also be that your new PSU isn't cut out for this either - but again, shutdowns are more indictive of an overheated CPU than lack of GPU power.

And yeah, there's no 775 socket CPU that should be idling at 70 degrees, even with a crappy heatsink. I've a feeling your heatsink is not even attached properly. May want to go get some thermal grease, take it appart, and see waddup. Make sure there's some pressure from the bars on the heatsink and retention bracket pushing it into the CPU proper like.

I did put the silver stuff ontop of the cpu latch then the fan on top. Im guessing I didn't screw the fan on correctly? lol not really sure. When I put in my new PSU I noticed that some of the stuff was on part of the PCI-E thing on the mother board. D:

Blarg… Thermal grease should go on top of the CPU (assuming yours has a heat spreader, it will be metal on one side).

It should be a very thin layer – some folks like to use a credit card to spread it out just right, but the dot method is easier.

Some thermal applicators come with a template that you can use on the heat sink itself, but generally it’s better to do it on the CPU side, as it’s hard to make sure it lines up correctly.

If you get a new cooler - ye may look for one with thermal tape. It's not as efficient, but it takes the messy work out of the process (doesn't need thermal grease then).
